rust deformed screw hex head................

I'm in the process of removing the rear bumper cover on my '81. All of the fasteners have been quite cooperative and came right out, until I got to the very top, outer one on each side. There is a wiring harness mounted in that spot and the screw holds the mount and that corner of the cover. Each of the screw heads are deformed from rust and I can't get anything in there to hold what's left tight enough to back it out. I have a Dremel with one of those long lines that look sort of like a speedometer cable that will accommodate various attachments, but none of the ones I have will do any more than polish some of the rust off. I can also get my multi-tool in there but have to work by brail. Does anyone have any ideas as to what I can use to grind or cut the heads off those screws?

OOPS!! I forgot to post a couple pictures.

Problem solved. There was actually enough room to get my multi-tool in there so, using a Milwaukee carbide tooth metal cutting blade, I was able to cut the heads off and pop each end loose.
After getting the problem screws out, the thing seemed plenty loose enough to come off, but just would not. After a little closer scrutiny, it looked as if the hang up was somehow related to the tail lights so I removed the lenses and, sure enough, it was. I found a small stud behind each of the inner lenses, held in place by a seven millimeter screw, that went through a hole in the bumper cover. After removing them, the cover just slid right off.
