Headlight actuator draw

Well I replaced one of my headlight actuators (that flips the headlight). The new one works but keeps making a clicking noise and draws electric current when closed. Any idea what the problem is?
Thanks for the replies in advance

On an early version it is bad gears, later version it is bad bushings in the gear housing.
It sounds like it keeps trying to close the light even though it's closed. Maybe a dirty relay?

No, it is in the gear housing on the motor. Something is slipping, so not sufficient resistance at first for the motor to stop working right away. It wll just get worse if not fixed. 84-86 years need new gears, 87-96 need new bushings. A one hour DIY job and just a few dollars for the delrin bushings.
Had the same thing with the same symptoms after replacing my '88's actuator. Replaced the bushings and round gear (not worm gear) in both motors and it's been fine since. Figured the new gears were cheap money in case I found them chewed up and had to wait for another shipment. The old bushings came out in crumbs when I opened it up.
