I just used ordinary lacquer thinner to remove the original paint then masked it off and repainted it; using a semi-gloss black from my local True Value hardware store. Looks as good as new. The paint that gets onto the raised lettering can be removed with a toothpick after the paint fully cures and you can cure it in your oven at 250 degrees for about an hour (otherwise it takes about 3-4 days in open-air).
thanks guys i will give that a try it realy looks like it needs something its chipped here and there and no one seems to care it its has the 68 flags on the bottom.
