Default brakes on the 1975

so i cleaned up the 75 and did some checks. Should i be able to pump the brakes and build pressure with the car off? (my truck does, and was wonderin if since the vette doesnt there could be a leak) the brakes dont go to the floor, there spongy and they come right back, but i cant build pressure. and some good news.. the thing is holding all its old fluids.. oil,tranny oil, coolant. so to me that means all gaskets are stable.. at least just to get the thing awake.

If you have power brakes you can still build pressure but not as much.
