You could try small claims court? Would take up a good bit of your time, but might be worth the fight. Perhaps the guys at A&A could write something up for you.

For me, If I think I've been done wrong, I take action and let the "powers that be" judge the case. If they don't indeed even have a license, then I suspect others may join in. I'm sure that if they screwed up your car, that yours wasn't the only one. Good luck!
