When best time for tune?

Hotter months of summer? Or cooler months of winter? Your talking about a big difference in temperatures.

You will get better hp and tq number if you were to tune it during the winter. But it you were to tune it during the summer the dyno should be able to give you a correction factor to a standard day.

If you get your own software or tuner, then you could build a tune for both.

Isn't the main difference just the added wear the heat puts on the car. That the tune will still be good winter or summer?

Yeah you will be good both winter and summer. You will just have a little better performance during the winter months.
