I'm thinking about buying set off of ebay, and would like to have them powder coated some how when I get them?

To powder coat correctly they will need to strip down to the raw metal before powder coated. This is for maximum durability. I have heard of powder coating jobs where they didn't and you won't get the same "sticking" power.

My buddy just had Outlaw Motorsports just powder coat his chrome rims and they turned out great, and he left his center cap chrome.

Yes, you can powder coat chrome wheels. The powder coating shop should know how to prep your wheels for maximum adhesion and durability.
