so one of my daytime running lights arent working so i replace the buld, and notice that the socket is black and charred a lil, and the new bulb didnt work, the parking lights work, but not the daytime running light on the passenger side

This is a common issue because of the heat thats produced from the lights. You may have to repair the socket by cleaning or replacing it. A lot of guys have disabled the DRL to prevent future issues. If you like them you can always go to LED's since they don't get hot and melt stuff. What usually happens is the bulb melts a hole in the top of the turn signal lens assembly to add to the problem.

To my surprise one of mine actually did burn out.
