I have heard of "run on" sentences, but yours takes the top honors of being the longest one I've ever seen. If your headlights go up and down but just slowly, I think you just have a big vacuum leak somewhere. It's very common for the center vacuum hose to split at the valve. But you need to look over the whole vacuum hose system to make sure all of your vacuum hoses are in good shape.
