I have just picked up a set of Z06 wheels that will use as primary wheels on my C5. What I would like to do is paint them like a flat black because the brakes leave so much dust on my existing wheels. What I wanted to do is see what tricks or proper steps needed to paint the wheels correctly so therefor the paint won't peel or come off!

I think you are going to want to powder coat them, rather than painting. The powder coat is much stronger.

I spoke to a powder coating company yesterday, they said that the powder coating is much more durable, its best if the existing surface is paint free prior to powder coating.

Powder coat or paint/clear coat, either way it will look good if done correctly. I thought the powder coat is a bit more durable also. Post some pics when you are done.
