Understatement.
The whole front bumper cover has to come off ; like 20 10mm bolts in places where you can only get a open end spanner in and turn one flat at a time .Easier to undo four bolts and the remove hood for direct socket access to cover bolts
At least on the late model cars GM put a access door there so you could change bulbs easier than on the earlier C4's

You do have to remove the entire foglamp unit, as stated before it is a PITA. But once out you can very carefully pry the old clear plastic lenses/ covers off and order new ones to make the fog lamps look new. Ecklers use to have just the lenses any-way. After doing this order a couple of the static clear lens covers so that you can KEEP them looking new.

it's a pain in the you know what ? just use the headlight clear for the lens it works pretty good.
