Just started happening when I push the brake down it goes all the way down and the stop isn't strong stop. The pads are good and it has fluid in it? Would this be the master cylinder? Its a 1999 C5

Sounds like a classic case of air in the lines. I'd bleed your calipers before you do anythng else.
