My 89 vette aircon does not switch off even with the control unit removed from the dash and unplugged. Any advice?

My 89 vette aircon does not switch off even with the control unit removed from the dash and unplugged.
Obviously the A/c can't work if the head unit is removed
What you mean't to say was the blower fan does not turn off ?

The compressor runs all the time even when I select heater on the controller or turn it off or as I said even unplugging the controller
