It's really an abbrasive polish and a cutting pad that will remove a very small amount of clear coat. You can apply a wax or selant using a non-cutting pad with a machine polisher and you won't be removing any clear coat.

If you have light scratches/swirls in your paint using and polisher/polish/cutting pad is the only way you're going to remove them (without getting your car repainted) and you will end up removing a very small amount of clear coat.

Using the Porter Cable 7424 is a great choice, as mentioned if removing swirl marks first use a orange pad (yellow pad if swirls are really bad)
then you can finish with white pad, then go to using your hand to apply the final polish such as Zaino or whatever your polish is .

For example my technique and products I use are as follows.

First Clay bar(by far the most important process to begin)

[Machine]
Orange pad with Menzerna intense polish, then white pad with Menzerna final polish II.

Then Zaino Pro 2 by hand , with a wipe down of Z6 between coats and a final wipe down of Z8 to finish.

This procedure works great on Black vettes in which I have.
