As designed there is one ground that grounds both lamps (say LH high beam headlight and LH fog light). My guess is current is being routed to ground via the fog light filament. I also understand that this is peculiar to when ONLY the high beam on the headlight is selected. A side effect of this situation will be reduced high beam lamp brightness because power to the high beam headlamp filament is being reduced by lighting the fog lamp at the same time.

You should supply a separate ground for both the headlight and the fog light. Not difficult. Use the same gauge wire as installed now and solder the replacement wire to the existing ground wire at the headlight and use a soldered crimp terminal to attach the ground site used now. All you are doing is ensuring that if the fog lamp is lit it has it's own ground wire and the headlight has the it's own ground wire. That way when the high beam headlight is selected current won't try to get to ground through the fog lamp bulb and turn it on when the fog lamp button is NOT pushed. Hope this helps.
