I have checked the fuse and it is fine, so is there another common reason for it to not work?
Got a 1994 and I have really only used the CC a few times over the years that's why it seems extra stange to me.

Your cruise control diaphragm probably has a hole in it by now. As it's now 15 years old, the rubber has most likely rotted.

Suck on the hose that goes to the diaphragm. The diaphragm should pull in easily. And stay pulled in until the vacuum is released. As the diaphragm is made out of thin rubber, engine heat takes a toll on it. After all these years, the diaphragm most likely has a hole in it. They're around $90 if I recall.
