We get some pretty warm weather here during the summer months and much cooler weather during the winter. When tuning temp out side has large impact on how to tune the car right? So is it better to tune he car during cooler weather or warmer weather?

A well tuned system will not see much difference from a "hot" tune to a "cold" tune. The ECM is programmed to adjust accordingly. However you will notice more HP on a cold day than a hot day. It's simply physics doing it's job... :D
