Is there a definative way to finding out if a coil has gone or is going bad? My vette seems to be running a little slugish and my plugs are brand new.

I have never known of a coil that is "kinda" bad. It either works like it should or it doesn't.

like whats been said, it's either bad or not, no grey area for coils. Maybe a plug just got fouled up? I know you said they are new but anything can happen.
