Is this the noise that you posted up in your previous thread? I don't think that the C5's had an external fuel pump, matter of fact I am sure they didn't. Did someone own the car before you and might have put one on?

The C5 does not have an external fuel pump. It is inside the driver's side fuel tank. That location places it directly behind the driver's seat and any sound can be heard easier. There was a TSB issued by GM to address the "noisy" pump for the earlier models and involved putting a sound deadener on the front side of the driver's fuel tank.
What you are looking at under the car is your fuel filter, not the pump. The electrical-looking wire attached to it is a ground strap to prevent a static electrical charge from building up by grounding the filter case to the frame rail and is a safety device.

if the filter is making that noise I would like to know how, as there are no moving parts in it.

I really can't see it being the fuel filter either, but I have been wrong before in my life!
