How does one adjust the driver's seat back? I do not see any handle to pull. Thanks

Should be a handle to pull. Maybe some one has replaced the seat track?

The seat back in early C3's is adjustable by adding spacers the the seat bottom to raise the seat back latching points. Washers were aslo added under the seat bottom bumpers located on either side of the latch.
