When I go wide open throttle the car hesitates but not immediately, then boggs down.I have to put the car in neutral turn off the key restart the car and put it in drive and then the car runs like the factory intended. The problem is intermittent.Problem really worse in cold weather.

Sounds like a lean condition. Did you check timming, fuel pressure. How old is your fuel filter? Any codes? we need more info.
