1 fender on my 65 rdstr. has small bubbles on top ands side. car was stripped in 87, body off 91-93, painted in 93 in lacquer. Repaired minor flaws and repainted base coat in 94. In 2003 very small bubbles started, over 4 years it has grown to more of the fender and larger bubbles. I poked a hole in one and found moisture. I would like to repaint but need to know what would of caused this. The big ? is why is it growing, fungus?

Sounds like the moisture was on the body when it was painted?

you did not mention if car was stripped again.if not it would need to be stripped again it is not recommended to put a base clear system over lacquer .also when it is stripped it will have to be gelcoated not primed(big mistake over raw glass)the primer(2 part)can be applied over the blocked out gel.also if any parts were replaced they could have had layup problems which will probably show up when stripped make sure you have the car painted at a corvette shop.a collision/hobby shop will NOT be familiar with corvette refinishing.good luck
