I am trying to install new torque controle arms in my 66 vette. my question is how do i know the number of shims to install on each side at the front of the arms to assure the correct toe-in of the rear wheels??? Any help would be great.
thx

There's no way to accurately determine the toe-in shim stack for each side until you get the car on an alignment rack; just get it as close as possible by eyeball to get you to the alignment shop. With radial tires, you want 1/32" toe-in on each side.

thanks JohnZ. I have one more question is it better to get the alignment done at the rolling chasey stage or when the car is 100% re assembled? thanks again for your help.

It's impossible to properly set rear camber and toe (and front caster, camber, and toe) unless the car is complete, on wheels, at design ride height. You'll have to wait until the car is 100% done.
