What is the best method that you all have found in doing this? I have tried a vacuum but that doesn't seem to really work very well.

I would be very careful washing and rubbing on this material

I did almost the same. Washed with mild soap & water... usint a soft bristle brush; rinsed with a hose. The liner will absorb a LOT OF water; so be careful not to crease or tear it when moving around wet.
I sat it outside and dry in the sun\; then rattle-can painted it semi-gloss black. Even with semi-gloss it still looks almost flat. The surface is textured and doesn't show any shiny'ness.

I just hosed mine off while it was installed and it came out pretty darn clean... after you do get it clean get the Hood Seal and make sure it's the "performance" one!!!!

For some reason other people don't use hood liner.
