I have some white dust around the tips of my exhaust? What is this? I have looked around online and read something that might point the finger at the cats? It doesn't blow smoke or anything like that, just noticed some white particals around the tips of exhaust.

could be dried water flaking off the tips. If your car gets started and not allowed to heat up to running temp ,it will leave water stains on the tips.

little bits of white dust, or sand-like particles could be bits of the catalytic converter. The only way to know for sure is to pull off the factory h-pipe and look inside to inspect the cats for damage. Look through one side while someone shines a light in the other and make sure you can see all the way through. It should be like a honeycomb. If it's melted, and chipped off, etc they will need replaced.

If it is my cats is this something I need to run out and change? If I don't will it effect my car from running good as more miles get put on it?

Being that you have an 04, I seriously doubt your CATs are shredding. They usually plug up actually.
Do you run any additives in your gas? I have a feeling that's it's normal condensation drying on your tips though...
