My security light on my dash has occasionally started to come on when driving. Any ideas why this might be and what i can do to fix it?

you need to check you Ignition key for a loose or damaged key pellet.

Clean it with rubbing alcohol, if nothing found with the key than expect problems with key sensor inside the ignition switch. The sensor uses ohms as a value with the key pellet to determine if the correct key is being used, you may try the relearn procedure for the VATS

1. Turn ON the ignition, with the engine OFF.
2. Attempt to start the engine, then release the key to ON (vehicle will not start).
3. Observe the SECURITY telltale, after approximately 10 minutes the telltale will turn OFF.
4. Turn OFF the ignition, and wait 5 seconds.
5. Repeat steps 1 through 4 two more times for a total of 3 cycles/30 minutes (the vehicle is now ready to relearn the password on the next ignition switch transition from OFF to CRANK).

Important

The vehicle learns the password on the next ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
6. Start the engine (the vehicle has now learned the password).
7. With a scan tool, clear any DTCs if needed (history DTCs will self clear after 100 ignition cycles).

Its easier if you know somebody with a Tech 2 or equivalent

I've also noticed the Ignition will not always let me turn the key to "off" and release the key. it sometimes requires some jiggling. Does this sound like the key cylinder breaking or is it some security feature?

that sounds like a good possibility there is no security feature on a c5 that would keep the key from turning the engine off or taking the key out unless you have an automatic. There is a safety feature that keeps you from removing the key unless it is in park. you can turn it off the engine but you can't remove the key if not in park.
